Andrei has over 10 years of experience in the legal field. He holds a bachelor’s and a master’s degree in Law from the Moldova State University. Andrei is a fellow of the Marshal Memorial Fellowship (2018) of the German Marshall Fund of the United States. He is well-known among his professional peers, as well as by the larger society.

Andrei has extensive expertise in corporate and contract law, competition, IP, and IT spheres. He provided legal consulting in cross-border M&A and split transactions, investment projects, public private partnerships, infrastructure and construction projects, implemented by international corporations, financial institutions and international organizations as well as local private and state enterprises.

His consulting experience is complemented by a rich national and international litigation record. At the national level, he litigated over 100 civil and commercial cases in courts of justice and arbitration institutions representing domestic and foreign companies as well as public persons like members of the Parliament, ministers, and former heads of state. He acted as advisor for the Government of the Republic of Moldova in procedures in foreign states. At the international level, he represented clients in over 40 procedures in front of the European Court of Human Rights. Andrei’s work includes acting as a representative, legal expert and also as an arbitrator in various international arbitration disputes. He is listed as an arbitrator in a number of Moldovan arbitration institutions.

As a trainer at the Lawyers Training Center of the Moldovan Bar Associations, Andrei delivers practical training for licensed lawyers and trainees on matters of advanced legal writing, evidence in civil proceedings and domestic arbitration. He was awarded the Excellence Diploma of the Moldovan Bar Association for outstanding performance in 2020.

Andrei acted as national legal expert for international organizations in numerous legal drafting projects, among which are the law on crowdfunding services and the legal and contract framework for the State Program ”First House”.
